Who Can Enroll a Child? When? Where?
Ninos Incapacitados does not offer direct medical care of any kind. Niños Incapacitados' mission is to assist financially indigent children who are medically disabled and require consultations, medications, medical procedures, or therapy.
WHO CAN ENROLL CHILDREN?
Anyone---parent, North American, friend, acquaintance, doctor, etc.---can send or bring a child to Niños Incapacitados as long as the child is 16 years of age or younger. A new patient intake screening process will determine if the child qualifies for help.
WHERE AND WHEN TO REGISTER A CHILD?
- Children living in Chapla and area from Mezcala to Riberas de Pilar and Ixtlahuacan to the Lake need to go to: Chapala Clinic, DIF Chapala office, Degollado #327, on the 2nd and 4th Wednesdays, 10:00 A.M. to 12 noon.
- Children living in Ajijic and area from San Antonio to La Christina need to go to: Ajijic Clinic, Centro de Salud at 6 Corners (Ocampo and Libertad), on the 1st Wednesday, 10:00 A.M. to 12 noon.
- Children from Jocotepec from El Molino to San Juan Cosala and Trojes to San Christobal need to go to: DIF Jocotepec office on the Plaza, on the 1st and 3rd Wednesdays, 10:00 AM to 12:00 PM.
NEW PATIENT INTAKE SCREENING PROCESS
If the child is 16 years of age or younger, then screening takes place.
- Documents, if any, from previous treatment need to be provided.
- In regard to treatment facilities, adults with the child need to understand that:
- Private doctors cannot be paid for previous treatment or in the future.
- Del Carmen or San Javier Hospitals (private hospitals) cannot be paid - either for previous treatment or in the future.
- Treatment can only be at public hospitals or DIF.
- In regard to payment for previous medical bills, adults with the child need to understand that:
- If patient has receipts from a public hospital or DIF that are dated within the last month, Niños Incapacitados can provide payment.
- Payment for previous receipts for medicine or laboratories outside of a public hospital cannot be made.
- In regard to payment for future medical bills, adults with the child need to understand that the following must be provided to receive payment from Niños Incapacitados:
- Bus receipts for child and one adult for trip to doctor or hospital.
- Receipts from public hospital.
- Facturas from pharmacies and laboratories outside of, but recommended, by a public hospital. Facturas are to be made out to Pro Programa Niños Incapacitados del Lago, A.C.(official receipts, different from notas de ventas or simple receipts; obtained by presenting a copy of Niños Incapacitados' tax stamp. This is required by the Hacienda, Mexican Federal Tax Office) NOTE: the patient will receive a copy of Niños Incapacitados cedula (tax stamp) in order to receive Facturas. Also, the family will receive a detailed information packet entitled "Advice to Families in the Program" (English and Spanish versions) which is available on this Web Site (see Table of Contents ) to help them through all of the "red tape".
HOW IS A CHILD ENROLLED?
- When a parent brings their child to one of the regularly scheduled clinics, A Patient Registration Form is filled out (name of patient, birth date, address, names of parents, and medical problems).
- Families are provided with a sheet of instructions Aviso en Español [ Family Advice in English ] to tell them how to get treatment and proper factura receipts so that they can be reimbursed during regular hours at local Clinics.
- Patient and parent then go to a public hospital for evaluation followed by treatment or surgery at Hospital Civil, Hospital for Reconstructive Surgery, Dermatological Hospital, DIF Jalisco Rehabilitation Unit in Guadalajara. NOTE: These public hospitals are not free, but have very low charges.
- Medications, corrective braces, orthopedic corsets or shoes, lenses for cataract operations, etc. are not covered by public hospitals, and these things are often not covered by IMSS (medical Social Security) even if the patient's family pays for enrollment. Thus, the Program will pay for these expenses when facturas are provided.
- Many prescribed medications are not covered in the IMSS pharmacies and again the Program will pay for these expenses when proper facturas are provided.
- The Program will also pay for expenses such as operations for heart, transplants, eye surgery, or other major surgeries.
